We need more info to answer question - which variety of pea for starters and when did you plant?

Poor pollination is often the cause for this, and I notice it particularly with broad beans. Unless you are inadvertently growing one of the flat podded 'mangetout' varieties which has pods with only tiny peas inside even when mature.
Are you sure you aren't simply opening the pods prematurely?
