You might get away with growing one of the miniature varieties in this way, but as a general principle, cucumbers like a rich, moist soil, while hanging baskets have well drained, light soil. To succeed you'd need to water very regularly.
If it's simply that you want to grow them vertically to save space, you could try hanging up a large pot in a sealed container so that water would be conserved.
