my cordyline is about 14 feet tall and about 12years old the leaves are quite yellow in parts has it reached its peak or what is there life span?

Longer than 14 years - it's the result of this last winter that's caused these problems - thousands of Cordylines have died this year because of it. If there's new growth coming from the top, then it'll eventually recover - if not, they sometimes shoot from lower down the trunk or from the base instead.
