The tree is taking all the moisture, though if you live in the south, we've had no decent rain for some time, so the ground is pretty dry if you've not been watering. Only answer is to water, I'm afraid, which will make it a bit easier, but I've no doubt the tree roots are pretty near the surface too, making it worse to weed around it.
