It looks like I may have a flower forming at the very top of my Cordyline Australis but the rest of the plant looks very sorry for itself. Is their anything I can do to revive it? I do think the snow and frosts of this last winter has had a bad effect on it. Any suggestions please?

I'd be inclined to remove the flower stalk, prevent flowering this year, so that the plant will hopefully put its energy into growing leaves instead. Not much you can do otherwise except to remove dead or dying leaves.
