Help required to identify a plant.

Please could someone identify whether this plant is a weed or a fully fledged garden plant. It seems to be widely spreading amongst a border. I have just moved into my house and have inherited someone elses planting.

I agree with Andrew. Though it could be hookeri, which is useful with it's bright yellow flowers late summer.

Might be inula orientalis - big yellow daisies. Ornamental plant but an aggresive spreader
