Sadie, if you do not water your lawn I would not feed or seed at this stage. I live in the driest part of the UK and have a water meter so never water my lawn, the grass has become accustomed to this pattern and just slows down growth in mid summer. Spring and autumn my lawn received much attention and grows like crazy.
