Why has my garrya elliptica not started growing (late April)? It was planted as a wall shrub on an east facing wall, moist soil, early March. No sign of any growth activity...

Mine, which is on a north facing wall, is only just beginning to grow new shoots, so be patient. This sunny weather should get it going. Don't forget to keep it well watered all this first year, even if it is rainy. the wall will mean thaty it's not getting the same amount of moisture as if it was free standing.
