I used feed and weed on my lawn last year can I still plant a tree in it this year

Well, Mini, it's usual to leave a small circle of soil around a tree planted in grass, and cover the soil with chipped bark after planting and watering it in to keep the moisture in and the weeds down. So I can't see any reason why you can't plant your tree this year. When it's dormant is the best time.
