do you put fork holes in your grass when the grass is wet from rain or do it when dry

It's easier to do it when the soil surface is moist (but not totally sodden). If it is too dry you won't get the fork in far enough to be effective.

Don't go on your grass at all when it's wet - you'll compact it even further.
