I have a tarred driveway and would like to turn it into a garden. Will I have to remove the tar before putting down topsoil or will simply drilling holes through the tar suffice?

I agree the tarmac will have to go completely and then you will need top soil and lots of good organic matter. Once the tarmac is lifted then the ground underneath will need to be dug over well before the top soil etc. is added as it will be badly compacted.

I think you will have to remove the tarmac completely - it's not a good medium for plants, with or without holes.
