Can I plant a new rose in the same hole in which another rose has previously been growing?

Generally speaking no. There is a thing called Rose sickness which affects new plants in old rose soil. either buy the stuff specifically sold for replanting roses or dig out the soil to about 18 inches depth and a yard square round where you intend planting and replace the soil with stuff from else where in the garden.
