i have a red cordyline.planted approx 3years ago.it has grown too big for the space its in.how and when do i reduce it thank you.

You can't really - it wants to keep growing. You have the wrong plant in the wrong place - move it elsewhere and replace with something smaller - have a look at Phormium cookanium - similar to look at but doesn't get tall, though it does make a bigger clump every year.
