I would say to cut all the old leaves off now especially if any are diseased.

I would also remove last years leaves so you can see the flowers better. the new leaves will follow soon.

We usually remove the old leaves in autumn just to keep the plants tidy. As the snow goes back we are starting to see bits of some of them all look fine.
