can I keep a chamaecyparis lawsoniana ellwoodii indoors or do they need to be planted outdoors?

The roots of conifers like to spread out and so they are not ideally suited for container growing.

It would probably get potbound very quickly.
If you plant it out beware, it will be very tall.

Outdoors either in the ground or in a large container though given the height it is going to grow to the ground is a much better option. Take a look at this website for more info http://www.backyardgardener.com/plantname/pda_a26a.html
