now the frost and snow has arrived we is the best time to cut back my fuchsias back to ground level

No this is not the time to prune your fuchsias, wait until early spring. This not only prevents any disease entering the wounded stems caused by late pruning, but the extra cover will also help to give them a little protection during the very cold months and you never cut them to the ground. When the new shoots appear cut back every branch to just above a pair of leaf buds 3 or 4 inches from the ground. It is usual to wait until all risk of frost is past to prune.
