Noticed that a few of these are puffy and the little bells have not formed....what's going on with that?

They do look a bit strange, don't they. I think I would cut these off. Could be bugs or just natural, I am afraid I don't know why this is happening - but remember my strange Bluebell? Nature does things occasionally!
