why has my bush rose not flowered in two years?

Where is it growing, in the ground or in a pot and how long have you had it? Does the foliage look healthy? Has it grown at all since you first got it? Any signs of disease?

I always thought these flowered profusely and hardly ever failed very easy to grow thats one of the reasons for its popularity.
Its a shrub rose or can be a climber so how are you pruning it incorrectly?
Also CS does not like to be planted where other roses have been.
The only other thing I can think of is over feeding?
Perhaps you do not have a Constance Fry as they are so reliable? I have bought labelled plants in winter that are not quite what they are supposed to
