another mulch query

Should cedar shavings/chip sold as pet litter be used for mulching
newly planted roses? Seems like the mulch soaks up the water/
rain and maybe leaches out nitrogen. What can I do now as hubby thinks these shavings are just dandy? We plan to add more roses to this bed still this spring or in the fall, in z 6. Thanks

There are cedar mulches on the market for sale. They also claim to have insect resistant properties.
