4 metres tall? I was thinking of Miscanthus, the zebra grass, but that doesn't get that high usually, only to about 6/8 feet max. You sure about the height? And a 6cm stem doesn't fit either - definitely need a photo.

at that height it could be a giant hog weed.

Okay having tracked down your pix - next time please add to post - it 'might' be Japanese Knotweed... Bit diffuclt to tell to be honest.

its not knotweed going by the greyish/blue? 'flowers'? at the tips. nor is it hogweed if the picture on/with your name is the mystery plant.
