Why is it that my crape myrtle tree and my climatis blooms late between late June into August when others in my neighborhood are at full bloom? I get as much sun as the others.

I am not familiar with your tree, but can talk about Clematis - if you can tell me what variety it is! Are you sure that you have the same Clematis as your neighbours? There are many, many types, and you can have a Clematis in flower during every month of the year if you buy the right ones! The simplest explanation is that they have a different variety to yours.
