what is wrong with my 3 yr old plum

see picture. any advice please. The tree is planted on ground recoverd from a bramble patch and is reasonably well drained and has been mulched with well rotted horse manure.

perhaps the bramble patch took too much goodness out of the soil and it needs livening up its a fruit tree so needs potash try tomorite it might help its high in potash
