Leaves remind me of some kind of hebe (it would be easier to tell which one when it flowers) and there's a zonal pelargonium underneath it.

This could be Hebe midsummer beauty or Great Orme. The second gets very large, but as it's in a pot, it's hard to say. Midsummer Beauty has purple flowers July on, Great Orme flowers earlier, usually May June, usually pinkish lilacy white - however there are many new hybrids, so its difficult to say. Whatever variety it is, its definitely a Hebe
