Cordyline Australis problem?

I have had this planted in my front garden for over two years (prev in a large pot) and its about 5 foot high with 4 upright branches. I have notived that some of the leaf sections at the top of the branches have become soggy and rotten. Two of the heads have dropped off all together and the "wood" part of the branch is spongy. Is it on its way out? only bought 4.5 years ago!. My neighbours have these which seem to be thriving and are much fuller and taller. Thanks

Wood shavings as compost?

With two horses & using wood shavings instead of straw in their stables I have large amounts of soiled (dung and urine)shavings to dispose of. Can it be used as a mulch, straight from the stables? How long should it be left as a 'muck heap' before I could safely use it as a compost? Any other uses?
