This sounds like it is multiplying by producing small yuccas. They do this. You can divide if they are too big (thorny business). They can be pretty tough, and if you try to move them the roots are deep and more yuccas come up from the old roots. I speak from experience of inheriting a front garden full of them. I do live in an area where they seem to do very well, mind you.

I do love architectural plants..... and you have created a good effect here with the Yucca and the cordyline in the background. Marion

Yuccas are one of those things that only flower when they are ready - don't think there's much you can do to hasten it. Most years, this one thinks about flowering in October and by the time it's got its spike up - WHAM, it gets frosted in November. One year it flowered in May!

All the years I had mine it never flowered, had to leave it behind when house was sold. Saw a recent photo of the garden in question and guess what...it was flowering for the new owners!

Members' notes...
Requires full sun. Good architectural yellow and green striped foliage.
Can get into quite a big plant so give it plenty of space. The only problem I sometimes get is blackfly.
We bought this plant in 2007 and its planted in a large pot, seems to flourishing with plenty of new leaves, looking forward to seeing it flower [maybe next year]
