How hard back can I prune this willow. It is 3 years old and this year it was fine early on but now the leaves are dropping and those that are left are brown and falling off

If you prune it now you will lose any catkins next spring. They appear on branches made this season. The normal time for pruning is after the catkins have gone, say May.
The loss of leaves is probably early Autumn fall. Certainly ours is not looking too happy either.
