Yes They have white flowers at the tips of the branches. The books I've read say cut them back in late winter before growth starts. I left mine when they were young without cutting for 2 years. This year I cut about one third of oldest growth so that I can have the best of both worlds, flowers and new growth.

Little white ones I think...? If you are growing this dogwood for its coloured stems in the winter, you really need to cut it back to almost the ground about now, so that it form colourful new stems during the summer.
