It depends how hot it is aim for the middle ground, too wet and the skins will split, too dry and they will be stunted. It helps to incorporate some moisture gel when planting so the soil is water retentive.

The peppers will go through stages of ripeness from light green to dark red. Most people harvest at this dark or "bright" red stage. They can be harvested at any stage, but will be hottest at the green stage. So it is really your choice. I harvest my Cayennes at red and my Jalapenos at green.
