Clematis amandii. Once established it's evergreen and should give you colour for 9-10 months 'off and on'. Mine does! (Should go over that fence and the roof too if given time!!). I've written several care pages on clematis - I grow over 100 varieties - check them out!

Could you erect some trellis for the Clematis then you're half way there.
